 Vehicle Lifecycle Management: Continue, Electrify or Scrap

Context

India’s electric mobility transition has largely concentrated on manufacturing new electric vehicles (EVs) and formalizing recycling via the Vehicle Scrappage Policy (129 Registered Vehicle Scrapping Facilities operational by early 2026, processing 4.3 lakh End-of-Life Vehicles). However, the critical intermediate tier of the circular economy hierarchy—Reuse via EV retrofitment—remains an underutilized policy avenue.

The Circularity Gap: Recycling vs. Reuse

  • Circular economy principles follow a strict hierarchy: Reduce \rightarrow Reuse \rightarrow Recycle.
  • Recycling (Post-Waste Value Recovery): Breaks down end-of-life assets into raw materials (steel, aluminium, plastic), consuming substantial energy in processing and generating residual landfill waste.
  • Reuse via Retrofitment (Pre-Waste Value Preservation): Replaces the internal combustion engine (ICE) and fuel system with an electric powertrain (motor, battery, controller) while retaining the structurally sound chassis and body, preserving the embodied energy and physical utility of the vehicle.

Why EV Retrofitment Matters for India

  • Mitigating Landfill and Scrap Burden: Scrapping a single two-wheeler produces ~90 kg of recyclable scrap and ~18 kg of non-recyclable landfill waste. Across India''s ~30 crore registered fleet, a blanket scrap-first approach would produce an estimated 2.7 crore tonnes of scrap and 0.54 crore tonnes of landfill waste.
  • Capital & Asset Efficiency: It allows lower-income vehicle owners and commercial fleet operators to electrify without bearing the full capital cost of a brand-new EV.
  • Embodied Carbon Conservation: Preserves the emissions and energy already spent in manufacturing the chassis, body panels, and structural elements of the existing fleet.
  •  Alignment with Global Goals: Directly advances SDG 12 (Responsible Consumption and Production) by preventing premature disposal of viable economic assets.

Proposed Framework: The Condition-Based National Vehicle Hierarchy

Instead of enforcing blanket age-based vehicle retirement (e.g., rigid 10/15-year limits), policy should pivot toward a condition- and fitness-assessed tri-pathway model:

Vehicles that are safe, structurally sound and emission-compliant

Keep using them with regular maintenance and fitness checks

2. Electric Retrofitment

Vehicles whose body/chassis is still good, but whose old ICE engine causes high pollution

Replace the conventional engine with a certified electric powertrain

3. Formal Scrappage

Vehicles that are unsafe or beyond economical repair due to corrosion, structural damage or severe accidents

Send them to Registered Vehicle Scrapping Facilities (RVSFs) for authorised dismantling and recycling

Key Challenges in Mainstreaming EV Retrofitment

  • Type-Approval and Certification Costs: High testing fees and complex compliance norms for retrofitting kits (ARAI/ICAT) disincentivize small-scale retrofitting enterprises.
  • Safety & Structural Integrity Risks: Poorly integrated batteries and substandard wiring can create thermal runaway and structural failure risks if conversions lack uniform quality control.
  • Financing & Insurance Hurdles: NBFCs and banks lack standardized valuation and underwriting norms for retrofitted vehicles, making retail credit difficult to secure.
  • RTO Endorsement Friction: Re-registering converted vehicles (modifying the fuel type from petrol/diesel to electric in the VAHAN database) remains cumbersome across state transport departments.

Way Forward

  • Standardized Retrofit Guidelines: Formulate unified national safety and testing standards under the Central Motor Vehicles Rules (CMVR) for modular EV conversion kits.
  • Fiscal & Incentive Parity: Extend subsidies, tax rebates, or priority sector lending benefits (similar to incentives offered under FAME/PM E-DRIVE schemes) to certified retrofitment kits.
  • Dedicated Retrofitting Hubs: Integrate certified conversion workshops alongside existing vehicle inspection and testing centres (ITCs) to streamline safety audits and VAHAN endorsements.
