Vijay at Southern Zonal Council: A New Voice for Cooperative Federalism

The 31st Southern Zonal Council meeting was held in Tamil Nadu on 20 August 2026, chaired by Union Home Minister Amit Shah. Tamil Nadu Chief Minister C. Joseph Vijay, the TVK leader, participated as the State’s ex-officio member.

What is the Southern Zonal Council?

The Southern Zonal Council (SZC) is a statutory and advisory body created under Part III of the States Reorganisation Act, 1956. It is intended to promote cooperation and coordination among States and between the Centre and States.

  • Andhra Pradesh
  • Karnataka
  • Kerala
  • Tamil Nadu
  • Telangana
  • Puducherry

The composition has evolved with subsequent territorial changes.

Composition

  • Chairman: Union Home Minister
  • Vice-Chairman: Chief Minister of one of the member States, by rotation
  • Members: Chief Ministers of member States and nominated State Ministers
  • Senior officials such as Chief Secretaries participate in the deliberations.

The councils are advisory, not judicial or legislative bodies.

Vijay’s role – important UPSC point

In July 2026, Tamil Nadu nominated Ministers C.T.R. Nirmalkumar and A. Rajmohan as its representatives. Chief Minister Vijay is an ex-officio member by virtue of his office as Chief Minister.

Therefore, for UPSC purposes, Vijay''s participation is not because he is the TVK president, but because he is the Chief Minister of Tamil Nadu.

Issues discussed through Zonal Councils

They provide a platform to discuss matters such as:

  • Inter-State disputes
  • Water sharing
  • Infrastructure and connectivity
  • Economic and regional development
  • Internal security
  • Border issues
  • Transport
  • Linguistic and minority-related issues
  • Centre–State coordination

Thus, Zonal Councils are an important mechanism of cooperative federalism.

UPSC Significance

The recent meeting is particularly relevant because Vijay has raised concerns regarding southern States potentially losing parliamentary representation if delimitation is primarily population-based. This brings together two important UPSC themes:

The issue also highlights the broader debate between population-based representation and the interests of States that have achieved greater success in population stabilisation.
