Zero-Line Demand in Meghalaya

Meghalaya shares a 444 km border with Bangladesh, of which nearly 80 km remains unfenced. Recently, villagers in East Khasi Hills have opposed the construction of fencing inside Indian territory, fearing exclusion from the national mainstream.

Issue: As per international convention, border fencing is erected 150 yards inside Indian territory from the zero line. In Meghalaya, this alignment would leave several villages, such as Lyngkhong, outside the fenced area. Residents argue this would isolate them, restrict access to services, and raise questions about their identity and security.

Concerns of Villagers:

  • Isolation: Risk of being cut off from India’s administrative and social infrastructure.

  • Security: Fear of infiltration and smuggling if villages remain outside the fence.

  • Livelihood: Dependence on cross-border trade and social ties, which may be disrupted.

  • Identity: Anxiety over citizenship and rights if excluded from fenced territory.

Government Response: The BSF has set up outposts to reassure locals. The Ministry of Home Affairs has initiated talks with Bangladesh to explore zero-line fencing in inhabited areas, though Dhaka’s approval is awaited.

The Meghalaya protests highlight the delicate balance between sovereignty, security, and community rights. A humane, consultative approach is essential to ensure border infrastructure strengthens national security without marginalizing citizens.
