»     The white-rumped vulture (Gyps bengalensis) is an Old World scavenger bird native to South and Southeast Asia. Belonging to the basal evolutionary branch of the Gyps genus, it was historically documented as the most abundant large bird of prey in the world during the 1980s, before suffering a catastrophic, near-extinct population crash.

Habitat and Distribution:

»     Primary Landscape: Thrives across the Gangetic plains, central valleys, and semi-arid zones of India, Pakistan, Nepal, Bangladesh, and localized parts of Southeast Asia.

»     Nesting Habits: The bird builds massive nests—averaging 1 meter in length—high up in tall, mature canopy trees. It prefers species like the Banyan (Ficus benghalensis), Peepul, Arjun, and Neem, frequently choosing locations near human habitations or dense gallery forests.

»     Scurrying Range: They actively soar across open country, grasslands, agricultural fields, and forest peripheries, utilizing high-altitude thermal air currents to scout for food.

»     IUCN Red List: Categorized as Critically Endangered since 2000.

»     Instead of immediately issuing financial fines or launching court prosecutions, the authority gives the business a formal warning alongside a reasonable, designated timeframe to fix the operational deficiency.

Primary Legislation Involved:

»     The reform was enacted by the Parliament of India and mainstreamed through the Jan Vishwas (Amendment of Provisions) Act, 2026, amending specific procedural sections of the parent Legal Metrology Act, 2009.

Aim:

»     To reduce the compliance burden, lower operational costs, and build regulatory certainty for commercial enterprises, particularly Micro, Small, and Medium Enterprises (MSMEs).

»     To avoid unnecessary litigation arising from minor clerical, documentation, or formatting errors, allowing courts to run more efficiently.

How the Mechanism Works?

»     Detection of Defect: During standard inspections, if a Legal Metrology Officer notes a specified first-time, minor procedural non-compliance, they register it under this mechanism.

»     The Cure Window: The notice provides a reasonable, legally specified timeframe for the business to fix the technical deficiency.

»     Exclusively for First-Time Errors: The option for self-correction applies only to specified first-time regulatory lapses. Subsequent or repeat offenses will bypass the warning stage and face immediate penalties under the Act.

»     Comprehensive Legal Coverage: The mechanism covers 15 key operational sections of the Legal Metrology Act, including:

       o   Section 31 & 41: Non-production of documents or furnishing incorrect statutory returns.

       o   Section 32: Failure to obtain initial model approvals for measuring instruments.

       o   Section 46: Carrying out modifications or repairs without local registration.
