Blended Ethanol Fuels Regulation Recently, the Bureau of Indian Standards (BIS) published two major fuel standards: » IS 19850: 2026 (for Ethanol Blended Fuels): This standard outlines the specifications for E22, E25, E27, and E30 fuels, which are admixtures of completely free-of-water (anhydrous) ethanol and motor gasoline. o E22, E25, E27 and E30 fuels are higher Ethanol-Petrol blends at 22%, 25%, 27% and 30%, respectively. o Ethanol Blending is a process of mixing ethanol with petrol. E.g. E20 (20% Ethanol in petrol). o Current status: India has achieved 20% Ethanol Blended Petrol (EBP) target set under the National Policy on Biofuels (2018) and aims to move towards 30% blending by 2030. » IS 18698 : 2026 (for DME Blended LPG): This standard replaces the older 2024 standard for Dimethyl Ether (DME) blended Liquefied Petroleum Gas (LPG). o DME is a clean-burning synthetic fuel that behaves almost exactly like LPG. o 2 production pathways: Ø Indirect route (syngas to methnol to DME) and Ø Direct route (syngas to DME). » China accounts for nearly 90 % of global DME production capacity. Role of BIS in Fuel Standard Setting » Formulating Fuel Specifications: BIS establishes technical specifications (covering fuel composition, blending requirements, permissible impurity levels, etc.) for various fuels, including petroleum products, lubricants, gaseous fuels, biofuels, and e-fuels. » Biofuel and Green Fuel Standards: BIS has developed specific standards for anhydrous ethanol, biodiesel (B100), Biogas (Biomethane), ED95 automotive fuel, and paraffinic (green) diesel derived from 2G feedstock. » Developing Alternative Fuel Norms: Beyond ethanol, BIS sets standards for alternate fuels such as Hydrogen and Dimethyl Ether (DME) blended with LPG. » Ensuring Safety and Tangibility: Through its standard formulation, BIS ensures that fuels distributed in the national economy are safe, reliable, and minimize health hazards to consumers. |

Judicial Accountability – Judges Inquiry Act The Judges Inquiry Committee submitted its report to Parliament in accordance with the statutory requirements under the Judges (Inquiry) Act, 1968. » The committee was constituted by the Lok Sabha Speaker to inquire into allegations against former High Court judge Justice Yashwant Varma. Judges (Inquiry) Act, 1968 » It is an Act to regulate the procedure for the investigation and proof of the misbehaviour or incapacity of a judge of the Supreme Court or of a High Court. » Procedure: o A removal motion signed by 100 members (in case of Lok Sabha) or 50 members (in case of Rajya Sabha) is to be given to the Speaker/Chairman. Ø If admitted, the Presiding Officer appoints a 3-member judicial committee (typically a Supreme Court Judge, a High Court Chief Justice, and an eminent jurist) to investigate the charges. o If guilt or incapacity is proven, both Houses must pass the motion with a special majority (Not less than two-thirds of the members present and voting)in the same session. o Thereafter, an address is sent to the President for removal. |

SC Issues New Directions on Dog Euthanasia SC refused to recall its November 2025 directions on complete removal of stray dogs from public places (such as schools, hospitals, railway stations, and airports). » The Court clarified that dogs occupying these institutional premises cannot be categorized as "street dogs" or "community dogs" under the Animal Birth Control (ABC) Rules, 2023, and therefore do not have an absolute right to occupy them. » SC also observed that Article 21 of the Constitution encompasses the right to access public places without the constant fear of physical attacks or dog bites. Major Directions Issued by the Court » Euthanasia Permitted: Authorities can legally euthanize rabid or dangerously aggressive dogs to protect human lives. » Official Protection: Local body officials performing duties are shielded from FIRs/criminal complaints. » Highway Safety: NHAI directed to clear highways of stray cattle menace. » Enforce AWBI Rules: States/UTs must strictly enforce the Animal Welfare Board of India Rules. » ABC Centres: At least one Animal Birth Control (ABC) centre must be established in each district. » Anti-Rabies Supply: Adequate anti-rabies vaccines and immunoglobulins must be ensured. » Judicial Oversight: High Courts will monitor compliance through suo motu cases.
