The proposal for a new Article 371(K) seeks to create a special constitutional governance framework for Ladakh, responding to demands for greater political representation and protection of the region’s distinctive land, culture, tribal interests and ecology. What is Article 371? · The Constitution already contains special provisions for certain States under Articles 371 to 371J. · These provisions give different regions special safeguards based on their unique historical, cultural, social and administrative circumstances. · The proposed 371(K) would be a new special provision specifically for Ladakh. What is being proposed ? · Directly Elected Body: Ladakh could get a UT-level elected governing institution, strengthening democratic representation.Legislative Powers: · The proposed framework may provide powers concerning land, property transfer, culture, language, forests and environment. · Protection of Tribal Interests: It could provide stronger constitutional safeguards for Ladakh''s tribal and indigenous communities. · Ecological Protection:Special powers over land and natural resources could help balance development with the fragile Himalayan ecosystem.
