Why in News?

Artificial Intelligence is increasingly being integrated into India’s healthcare ecosystem to address shortages of doctors and specialists, high administrative workload, diagnostic delays and unequal access to quality healthcare.

What is AI in Healthcare?

AI in healthcare refers to the use of technologies such as:

  • Machine Learning (ML)
  • Natural Language Processing (NLP)
  • Computer Vision
  • Predictive Analytics
  • Generative AI

Aim

  • Improve diagnostic accuracy and speed.
  • Reduce doctors'' administrative burden.
  • Expand specialist services to Tier-2/Tier-3 and rural areas.
  • Enable early detection of disease deterioration.
  • Shift healthcare from reactive treatment towards preventive and predictive care.
  •  Optimise existing healthcare infrastructure rather than relying only on capacity expansion.

Significance

  • Bridges healthcare capacity gap :  India faces an uneven distribution of doctors and specialists. AI can allow existing specialists to support a much larger patient population.
  • Reduces clinician burnout : AI-based documentation can reduce paperwork and allow doctors to spend more time directly with patients.
  • Improves rural healthcare : AI-enabled diagnostics can bring specialist-level decision support to primary and secondary healthcare centres.
  • Faster diagnosis : Automated image analysis can flag potentially life-threatening abnormalities for immediate human review.
  • Preventive healthcare : Predictive models can identify high-risk patients before their condition develops into an emergency.

Challenges

  • Algorithmic bias : AI trained predominantly on Western datasets may not perform equally well on India''s diverse populations.
  • Black-box problem : Doctors may be reluctant to rely on AI when its reasoning cannot be adequately explained.
  • Data privacy : Health data is highly sensitive. Large-scale digitisation increases the consequences of data breaches.
  • Model drift : AI performance may decline when disease patterns, equipment, imaging protocols or operating conditions change.
  •  Accountability : Who is responsible when an AI-assisted recommendation contributes to a wrong diagnosis—the doctor, hospital, developer or manufacturer?

Way Forward

  • Human-in-the-loop approach : Keep final diagnosis and prescription decisions with qualified medical professionals.
  • Indian datasets : Develop diverse, representative and high-quality Indian healthcare datasets.
  • Local clinical validation : AI models should undergo multicentric validation across different regions, hospitals and demographic groups.
  • Strong data governance : Ensure privacy-by-design, encryption, consent mechanisms and secure data exchange.

Indo-Pacific Partnership for Maritime Domain Awareness — IPMDA

Why in News?

Growing geopolitical tensions in West Asia and the Indo-Pacific, increasing maritime insecurity and threats to global trade have renewed focus on strengthening Maritime Domain Awareness (MDA) through the Indo-Pacific Partnership for Maritime Domain Awareness (IPMDA).

What is IPMDA?

  • IPMDA is a Quad initiative involving India, Australia, Japan and the United States, announced at the 2022 Tokyo Quad Summit.
  • It uses commercially available technologies such as:
  • Satellite-based Radio Frequency (RF) data
  • Synthetic Aperture Radar (SAR)
  • Automatic Identification System (AIS)

Aim

  • Track vessels in near real time.
  • Detect dark vessels that switch off AIS.
  • Counter illegal, unreported and unregulated (IUU) fishing.
  • Improve maritime transparency.
  • Protect Sea Lines of Communication (SLOCs).
  • Strengthen freedom of navigation.
  • Support smaller Indo-Pacific countries with maritime information.
  • Significance for India

·         Indian Ocean security : India occupies a strategically central position in the Indian Ocean.

·         Protection of SLOCs : India depends heavily on maritime routes for energy, trade and strategic connectivity.

·         Strengthens IFC-IOR : The Information Fusion Centre–Indian Ocean Region (IFC-IOR) can act as an important information-sharing hub.

·         Countering grey-zone activities : MDA can expose activities that remain below the threshold of conventional warfare.

Challenges

·         AIS can be switched off by suspicious vessels.

·         Different countries use incompatible data systems.

·         Smaller countries may lack ships and aircraft to respond.

·         ASEAN states may hesitate because of geopolitical sensitivities involving China.

·         Commercial satellite data can be expensive.

·         Data-sharing involves sovereignty and security concerns.

Way Forward

·         Develop AI-enabled maritime analytics.

·         Improve interoperability among regional maritime centres.

·         Expand cooperation with ASEAN and European partners.

·         Provide patrol vessels, drones and training to capacity-constrained states.

·         Strengthen India''s IFC-IOR.

·         Harmonise maritime enforcement mechanisms under UNCLOS.

Thiksey Monastery

Why in News?

The US Ambassador to India visited Thiksey Monastery in Ladakh, highlighting its importance as a major centre of Tibetan Buddhist heritage, art and architecture.

What is Thiksey Monastery?

Thiksey Monastery, also known as Thiksey Gompa, is one of the prominent Gelugpa (Yellow Hat) monasteries of Tibetan Buddhism in Ladakh. It is not merely a religious institution; it represents the historical spread of Tibetan Buddhism into the Himalayan region and Ladakh''s distinctive cultural heritage.

Historical Perspective

·         Emergence of Buddhism in Ladakh : Buddhism reached Ladakh through the wider Himalayan and trans-Himalayan cultural networks connecting the region with Tibet, Kashmir and Central Asia.

·         Rise of the Gelug School : The Gelug school was founded by Je Tsongkhapa in Tibet during the 15th century. It emphasis on: Monastic discipline, Buddhist philosophy, Scholastic learning, Structured monastic institutions helped it become one of the major schools of Tibetan Buddhism.

·         Establishment of Thiksey : Thiksey Monastery was founded in 1433 AD by Spon Palden Sherab, under the guidance of Jangsem Sherab Zangpo, a disciple associated with the Gelug tradition.

·         Link with Tibetan Buddhist Heritage : The monastery reflects the close historical and cultural relationship between Ladakh and Tibet.

Architectural Significance

·         “Mini Potala of Ladakh”

·         Thiksey is famous for its tiered architecture constructed along a hill slope.

·         The arrangement of: White monastic buildings at lower levels and Red/yellow religious structures at higher levels

 

Religious & Cultural Significance

·         Maitreya Buddha : Thiksey houses a famous 15-metre-high Maitreya Buddha statue, representing the future Buddha in Buddhist tradition.

·         Buddhist Manuscripts : The monastery preserves valuable Buddhist scriptures and manuscripts, making it an important centre of traditional knowledge.

·         Murals & Sacred Art : Its murals, statues, stupas and religious objects provide insights into Tibetan Buddhist artistic traditions.

·         Monastic Rituals : Daily prayers and traditional chanting accompanied by instruments such as dungchen, cymbals and drums preserve living Buddhist traditions.

·         Thiksey Gustor Festival : The monastery is associated with the Thiksey Gustor, a major annual religious festival.

Political Clearance

Why in News?

The Telangana Chief Minister''s proposed foreign visit was cancelled after political clearance was not granted by the Ministry of External Affairs (MEA).

What is Political Clearance?

·         Political clearance is the approval obtained from the MEA before specified foreign visits by public functionaries.

·         It is primarily concerned with the diplomatic and political dimensions of a foreign visit.

Who may require it?

·         It can apply to: Chief Ministers, Union/State Ministers, Members of Parliament, Governors Senior government officials, Other public functionaries undertaking foreign visits in their official capacity.

Asian Development Bank (ADB)

Why in News?

India and the Asian Development Bank (ADB) signed a $230 million loan agreement for the Chennai Climate-Resilient Water Security and Sewerage Project, focusing on urban water security and climate-resilient infrastructure.

What is ADB?

ADB is a regional multilateral development bank established to promote economic and social development, poverty reduction and sustainable growth in the Asia-Pacific region.

Major Functions

Mobile Phone Manufacturing Scheme (MPMS)

The Ministry of Electronics and Information Technology (MeitY) notified the Mobile Phone Manufacturing Scheme (MPMS) with an outlay of ₹62,500 crore for FY 2026–27 to FY 2030–31.

What is MPMS?

MPMS is a central financial incentive scheme aimed at strengthening India''s mobile-phone manufacturing ecosystem beyond mere assembly.

·         Target Segment 1 (TS1) : Targets large domestic/global manufacturers and EMS players through sales-linked incentives on incremental production.

·         Target Segment 2 (TS2) : Provides incentives specifically to Indian mobile-phone brands to promote domestic companies.

·         R&D & Design Incentive : Encourages Indian brands to invest in domestic product design, research and patent generation.

·         Domestic Component Sourcing : Additional incentives encourage manufacturers to increase local sourcing of components and sub-assemblies.

Significance

·         Deepens Electronics Manufacturing : Moves India from an assembly hub towards an end-to-end electronics ecosystem.

·         Promotes Domestic Components : Encourages local manufacturing of components and sub-assemblies.

Terrier Cyber Quest 2026 — TCQ 3.0

The Territorial Army, in collaboration with CyberPeace, launched the 3rd edition of Terrier Cyber Quest 2026 (TCQ 3.0) to strengthen India''s capabilities against emerging cyber and information-warfare threats.

What is TCQ 3.0?

·         TCQ 3.0 is a national-level cyber challenge/hackathon that connects:  Territorial Army + Cyber Experts + Start-ups + Ethical Hackers + AI Researchers + Developers.

·         It promotes civil-military technological collaboration for India''s cybersecurity needs.
