Indigenous community and groups constitute one of the most vulnerable groups in the world. These groups have been living in a same area and following ancient traditions from a long time. Their inability to adapt makes them vulnerable to changes.
Need for protecting indigenous rights
- Livelihood protection
Livelihoods of these groups are rudimentary. This includes non-mechanised agriculture, gathering forest products and working as farm labourers. Without these facilities, their livelihood will be impacted.
- Cultural protection
The culture and tradition of indigenous groups are dependent on their habitat such as forests, hills and rivers. If they are forced to leave, their cultural tradition will also be impacted.
Issues to be addressed
- Displacement
Large-scale projects will need large area of land, forcing indigenous groups to displace. It will be difficult to convince these groups to relocate permanently.
- Social integration
As projects develop, outsiders start migrating to the region. This will create clashes between indigenous and outsiders. Indigenous people will find it difficult to adjust.
Measures to protect livelihood
- Priority in employment
Indigenous people should be prioritized while giving employment and rehabilitation. This will ensure that their livelihood is protected and rights are restored.
- Compensation and rehabilitation
Suitable compensation should be given to these groups if shifting project is inevitable. In addition, health and educational facilities can be provided.
Thus, protecting indigenous rights should be priority for the state whenever it decides to undertake economic projects in certain regions.
