The 2027 Census questionnaire expands beyond statistical enumeration into individual identification and profiling, raising concerns over privacy, confidentiality, administrative burden, public trust, and its potential linkage with the NPR.

Statistical Tool vs. Administrative Surveillance (Violation of Core Mandate)

  • Definition & Objective: Under the United Nations definition, a population census is meant to compile demographic, economic, and social data at the smallest geographic level exclusively for macro-level policy and planning.
  • Role of ''Name'': Historically in Indian Censuses, names have been mere operational placeholders during enumeration; they were never retained or computerized into statistical databases.
  • The Shift: Requiring names, parent particulars, and granular personal identity documents shifts the Census from measuring demographic trends to compiling an individually identifiable registry.

Principle of Confidentiality and Legal Friction

  • UN Fundamental Principles of Official Statistics (Principle 6): Individual data collected for statistical compilation must remain strictly confidential and be used exclusively for statistical purposes.
  • Statutory Divergence: The Census Act, 1948 mandates that citizens must answer enumeration questions truthfully, balancing this compulsion with strict legal confidentiality (Census data cannot be produced as evidence in court or used against an individual).
  • The Citizenship Act, 1955 and the Citizenship Rules, 2003 govern the NPR. Merging NPR-like data collection into the Census without explicit statutory clarity risks repurposing legally mandated statistical answers for administrative decisions or citizenship vetting (NRC).

Redundancy and Low Utility of Specific Data Points

  • Identity Document Numbers (Passports, Voter IDs, Mobile, and other National ID numbers): These provide negligible macro-demographic value. The phrase "if available" creates ambiguity: does it mean available with the individual or physically present with the respondent during the survey?
  • Total Number of Bank Accounts: If the policy intent is to evaluate financial inclusion, a binary inquiry ("Does the person have a bank account?") suffices. Granular account tallies can already be obtained through PAN/banking databases rather than relying on oral self-reporting.
  • Declared Nationality: Self-declared nationality has proven unviable in past exercises. India dropped the question after the 1951 and 1961 Censuses because irregular migrants are unlikely to declare non-Indian status.
  • Place of COVID-19 Vaccination: With the acute phase of the pandemic passed and mass vaccination campaigns concluding years ago, historical location data on vaccination yields little contemporary epidemiological value.

Ground-Level Operational Challenges & Data Distortion

  • Respondent Fatigue: A 40-question schedule answered on behalf of every member of a multi-person household induces survey fatigue, leading to casual, estimated, or inaccurate responses.
  • Institutional & Fragmented Households: Hostel wardens, jail authorities, or heads of old-age homes cannot accurately supply parents'' names or personal ID numbers for all residents.
  • Enumerator Burden & Reluctance: More than 30 lakh enumerators (predominantly schoolteachers and local civil servants) lack the time or policing authority to verify documentary proof or navigate invasive questions (e.g., asking affluent households about total bank accounts).
  • Privacy and Misuse Risks: Because domestic helpers and visitors staying during enumeration must be counted, respondents might collect sensitive IDs from non-family members without any fiduciary obligation or legal duty of care.

Federal and Institutional Friction

  • Use of State Machinery: Enumerators are state government employees appointed under Section 4(2) of the Census Act. Because the Citizenship Act does not obligate state machinery to carry out NPR enumeration, conflating Census and NPR fields risks pushback from State governments, threatening the entire administrative rollout.
  • Institutional Trust: Public willingness to share honest census data depends on the ironclad guarantee that answers will not be weaponized for administrative profiling or citizenship scrutiny.
  • Cooperative Federalism: The Centre must address state-level anxieties regarding the conflation of the Census and NPR to avoid administrative boycotts.

Way Forward:

  • Keep population enumeration strictly statistical, limiting fields to measurable socio-demographic indicators.
  • If the state intends to update the NPR or civil registries, it should be done through a separate, legally transparent, and clearly designated process rather than piggybacking on the Census.
