The foundation of the modern educational system in India was laid by Macaulay’s Minutes of 1835. In that minute, he poured comment on Sanskrit or Arabic by saying that “a single shelf of a good European library was worth the whole literature of India and Arabia.”. Macaulay thus suggested making English the language of higher education in India with western language as the subjects of study. Bentinck accepted his suggestion. Accordingly, on 7 March, 1835, a resolution passed by the Government declared: “His Lordship is of the opinion that the great object of the British Government ought to be the promotion of European literature and science amongst the natives of India and that all the funds appropriated for the purpose of education would be best employed on English education alone.” Bentinck’s Resolution opened a new chapter in the history of Indian education. It was from that time that Western education began to spread in India rapidly.

General John Nicholson died in September, 1857 during the acquisition of Delhi by British. Sir Henery Lawrence, Major Havelock, and General Neil died in Lucknow while protecting English residency. The rebellion that took place in 1879-80 in Chodavaram is known as the Rampa Rebellion. The tribal Koya and Konda Kora hill chiefs, also known as Muttadars, had risen against their overlord.
Causes of the Rebellion: • The British government had imposed a new tax system, which increased the burden on the tribal people. • The British government also confiscated the lands of the tribals and gave them to the non-tribal landlords. • The tribals were also forced to work in the mines and plantations owned by the British.
Events of the Rebellion: • The rebellion started in 1879 under the leadership of Alluri Sitarama Raju, who was a tribal leader. • The tribals attacked the British police stations and government offices and destroyed the records of the tax system. • The rebellion spread to other parts of the Godavari district, and the British had to send reinforcements to control the situation. • The British government launched a massive crackdown on the rebels and arrested many of them. • Alluri Sitarama Raju was killed in a police encounter in 1924.
Outcome of the Rebellion: • The rebellion failed to achieve its objectives, and the British government continued to impose the tax system and confiscated the lands of the tribals. • However, the rebellion inspired other tribal uprisings in other parts of India, and it became a symbol of resistance against the British colonial rule. |

Islington Commission, 1912 It is a Royal Commission formed to recommend reforms in the Public Service of British India with Lord Islington as its chairman. A ten-member commission, which included three Indians, was given the task of examining the Indian demand to increase the number of Indians in the Higher Civil Services and, most importantly, holding the simultaneous examination in India. The commission was guided by three principal considerations: Firstly, to maintain high standards of civil administration in British India; Secondly, to safeguard the paramount interest of British rule; and Thirdly, to satisfy the reasonable aspirations of Indians and promote friendly relations between Indians and Europeans for better governance. The commission completed its report in 1915, but owing to the outbreak of the First World War, the report was not published until 1917. It recommended: 25 percent of the posts in the superior civil service should be filled from among Indians, partly by direct recruitment and partly by promotion The examination for the recruitment of civil servants should be held in India. |
