Expansion in India’s Social Security Coverage

Why in News?

Prime Minister highlighted the rapid expansion of India’s social security coverage, increasing from 25 crore beneficiaries before 2014 to around 100 crore within a decade.

 According to the International Labour Organization (ILO), India’s social protection coverage increased from 19% in 2015 to 64.3% in 2025.

What is Social Security?

Social security refers to schemes, policies and legal frameworks that provide protection against risks such as: Old age,  Illness, Disability, Unemployment, Death of earning members

Key Pillars of Social Security

  • Legislative Reforms – Labour codes and welfare laws.
  • Government Schemes – Health insurance, pensions, food security.
  • Digitisation – Aadhaar, DBT, e-Shram portal.
  • Public-Private Partnership – Wider delivery of welfare services.

 Significance of Expanding Social Security Coverage

  •  Poverty Reduction : Provides income support and prevents vulnerable households from falling into poverty. Contributed to reducing multidimensional poverty in India.
  • Dignified Life for Elderly : Pension schemes ensure income security after retirement. Reduces dependence on family members.
  • Protection Against Health Risks : Health insurance schemes reduce the burden of medical expenditure.
  • Support for Families : Survivor benefits assist dependents after the death of workers.
  • Inclusive Growth : Brings informal workers, women, migrants and vulnerable groups into the formal welfare system.

 Challenges in Social Security Coverage

  •  Informal Workforce  : A large share of Indian workers are in the informal sector. Difficult to identify beneficiaries and ensure regular contributions.
  • Financing Constraints : Expanding welfare coverage requires significant public expenditure.
  • Fiscal pressures due to debt obligations and economic uncertainties.
  •  Ageing Population : Increasing elderly population will raise demand for pensions and healthcare UN estimates Asia-Pacific’s population aged 65+ may reach 18.6% by 2050.
  •  Migrant Workers : Migrant workers often face portability issues in accessing welfare benefits.

Government Initiatives

  •  Ayushman Bharat – PM Jan Arogya Yojana (AB-PMJAY) - Provides health insurance coverage of ₹5 lakh per family per year. Supports economically vulnerable families.
  • Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) - Provides free food grains to vulnerable sections. Strengthens food security.
  •  e-Shram Portal - Launched in 2021. Creates a National Database of Unorganised Workers (NDUW). Provides Universal Account Number (UAN) for workers.
  •  Atal Pension Yojana (APY) : Launched in 2015. Provides pension support, especially to workers in the unorganised sector.

Way Forward

  • Universalise social protection through better identification and portability.
  • Strengthen digital infrastructure for welfare delivery.
  • Increase participation of states and private sector.
  • Ensure social security coverage for migrant and gig workers.
  •  Develop sustainable financing mechanisms.

GS III Economy

Why in News?

The Central Board of Direct Taxes (CBDT) launched the Foreign Assets of Small Taxpayers—Disclosure Scheme (FAST-DS), 2026.

What is the basic idea?

Some taxpayers may have specified foreign assets or foreign income that were not properly disclosed.

 A limited disclosure mechanism can provide an opportunity for eligible taxpayers to come forward and regularise their tax position, subject to the conditions of the scheme.

Why is foreign-asset disclosure important?

  • Globalisation has made it easier for individuals and businesses to hold:Bank accounts, Financial assets , Investments Other assets , outside their home country.
  • Tax authorities therefore need mechanisms to ensure that taxable foreign income and assets are appropriately reported.

Link with Black Money

  • The issue can be connected to: Tax evasion, Failure to disclose taxable income or assets, Black money.
  • Undisclosed income/wealth can contribute to the broader black-money problem.
  • International tax transparency
  • Countries increasingly exchange information to identify undisclosed offshore financial holdings.

Honey Sector in India

Why in News?

India’s Sweet Revolution has significantly expanded the honey sector, with honey production doubling since 2014–15.

  • India is the 2nd largest honey producer globally after China.
  • Honey production reached around 1.51 lakh tonnes (2025–26).
  • India contributes 8.4% of global honey exports.
  • India ranks 3rd in export value after China and New Zealand.

Export Profile

  • Honey exports earned around $208 million (2025–26).
  • The United States imports nearly 76% of Indian honey exports.
  • Average export price: $1,858 per tonne.

  • India’s per capita honey consumption: 37 grams/person/year

  • Honey Adulteration :  Adulteration with sugar syrups affects consumer trust. Lack of strict testing mechanisms in domestic markets remains a concern. Nuclear Magnetic Resonance (NMR) testing helps detect adulteration.
  • Climate Change Impact : Rising temperatures and irregular weather disturb flowering cycles. Heatwaves reduce nectar availability and honey production.
  • Low Income for Beekeepers : Indian apiarists largely depend on honey sales. Lack of organised pollination markets reduces additional income opportunities.
  • Lack of Diversification :  Limited utilisation of bee-based products such as: Beeswax, Royal jelly, Propolis, Bee pollen

Loitering Munitions: The Rise of Drone-Based Precision Warfare

Why in News ?

The Ministry of Defence has signed contracts for the supply of loitering munition systems to the Indian Army, highlighting the growing importance of unmanned and precision-strike technologies in modern warfare.

What are Loitering Munitions?

  • Loitering munitions are unmanned aerial weapon systems that can remain airborne over a designated area, identify or receive information about a target and then engage it.
  • Often referred to as “kamikaze drones” or suicide drones
  • They combine some characteristics of a UAV and a missile.
  •  A conventional UAV is primarily used for surveillance, while a missile is generally launched towards a designated target. A loitering munition can perform surveillance/target acquisition and subsequently conduct a precision strike.
  •  Indian example: Nagastra-1.

Why are they Significant?

  • Precision strike: They can engage specific tactical targets with greater precision.
  • Reduced response time: Their ability to remain in an area can provide forces with greater flexibility when a target emerges.
  • Targeting flexibility: They can be useful when the exact target location is not known in advance.
  •  Drone-centric warfare: Recent conflicts have demonstrated the growing military importance of relatively low-cost unmanned systems.

Mahadayi–Mandovi: Water Sharing, Ecology and Federalism

Why in News ?

The Centre clarified that no environmental-clearance proposal for the proposed Mahadayi diversion is currently under consideration. Concerns regarding forest diversion also remain relevant to the Kalasa-Banduri project.

What is the Mahadayi River?

The Mahadayi, known as the Mandovi in Goa, is a west-flowing river of the Western Ghats. It originates in Karnataka and flows towards Goa before entering the Arabian Sea.

The river is important not only for water supply but also for the ecology of the Western Ghats.

Why is it Important?

  • Inter-State water issue: The Mahadayi basin involves Karnataka, Goa and Maharashtra, making it an important example of India’s inter-State river-water management and cooperative federalism.
  • Karnataka’s concerns: Karnataka seeks to utilise water from the Kalasa and Banduri nalas, particularly for drinking-water requirements in its northern districts.
  • Goa’s concerns: Goa is concerned that diversion of upstream water could reduce downstream flows and affect its freshwater availability, ecosystems and coastal environment.

Way Forward

  • A sustainable solution should be based on basin-level planning rather than state-wise water claims.
  • Environmental-flow requirements should be scientifically assessed before diversion.
  • The States should respect decisions of the competent tribunals and courts while using institutional mechanisms for continued dialogue.

Powering Security: Making India’s Electricity Grid Cyber-Resilient

Why in News ?

The Central Electricity Authority (Cyber Security in Power Sector) Regulations, 2026 introduce a comprehensive cybersecurity framework for India’s electricity sector. The regulations will come into force from 1 April 2027.

What is the Significance?

Electricity infrastructure is part of India’s Critical Information Infrastructure (CII). A cyberattack on power systems can disrupt not only electricity supply but also transport, telecommunications, banking, hospitals and other essential services.

Key Impact

  • Protects critical infrastructure: Strengthens cybersecurity of power generation, transmission and distribution systems.
  • Improves grid resilience: Helps prevent cyber incidents from causing large-scale power disruptions.
  • Secures OT systems: Operational Technology used in power plants and grid operations receives greater protection.

Central Electricity Authority (CEA).

  • The Central Electricity Authority (CEA) is a statutory body under the Ministry of Power and serves as the technical advisory body to the Central Government.
  • It was established under Section 3(1) of the Electricity Supply Act, 1948, and its present legal framework comes under the Electricity Act, 2003. Its headquarters is in New Delhi.

Composition

  • Up to 14 Members, including the Chairperson.
  • Maximum 8 full-time Members.
  • Members are appointed by the Central Government based on expertise in engineering, finance, commerce, economics and industry.
  • The Chairperson is the Chief Executive of the CEA.

Challenges

  • Legacy infrastructure: Many power-sector systems were designed before today’s sophisticated cyber threats.
  • Growing attack surface: Increasing digitisation, smart grids, remote monitoring and connected devices create more points of vulnerability.
  • Skill gap: India needs more specialised professionals capable of securing industrial control and OT systems.

Way Forward

  • Conduct regular cybersecurity drills and vulnerability assessments.
  • Promote secure-by-design principles in new power infrastructure.
  • Improve coordination among CEA, CERT-In, CSIRT-Power and power utilities.

Reform Utsav Institutionalising Citizen-Driven Governance

Why in News ?

The Government has proposed a three-month “Reform Utsav” to collect suggestions from citizens and convert useful ideas into actionable governance reforms.

What is Reform Utsav?

It is a proposed citizen-driven governance initiative that aims to create a link between citizen feedback, policy deliberation and administrative implementation.

Significance

  • Citizen-Centric Administration: Instead of designing reforms only from the top, government institutions can incorporate ground-level experiences.
  • Better Governance: Citizen feedback can help identify delays, procedural difficulties and gaps in public service delivery.
  • Accountability: Tracking accepted suggestions and their implementation can make departments more accountable for delivering reforms.

Impact

  • The initiative can strengthen the relationship between citizens and the State. It can make administration more responsive and help identify local problems that may not be visible through conventional policymaking.
  • For example, citizens can highlight difficulties in accessing government services, documentation, welfare schemes or local infrastructure.

Challenges

  • Tokenistic Participation: If suggestions are collected but not acted upon, public consultation may become merely symbolic.
  • Digital Divide: People without smartphones, internet access or digital literacy may remain excluded.
  • AI Bias: AI-based classification may incorrectly prioritise or filter suggestions because of limitations in data or algorithms.
  •  Implementation Gap: The major challenge is converting suggestions into actual administrative reforms rather than simply collecting them.

Way Forward

  •  Inclusive Consultation: Combine online platforms with Gram Sabhas, public meetings and local consultations to reach digitally excluded citizens.
  • Transparency: Government should publish which suggestions were accepted, rejected or referred for further examination, along with reasons.
  • Time-Bound Implementation: Accepted reforms should have clear responsible departments, timelines and measurable outcomes.

RSVC-AMRIT Platform

About RSVC-AMRIT Platform

SAFTA  South Asian Free Trade Area

Why in News?

The Directorate of Revenue Intelligence (DRI) detected an alleged misuse of SAFTA preferential trade provisions in connection with imports of areca nuts.

What is SAFTA?

·         SAFTA = South Asian Free Trade Area

·         It is a regional trade arrangement among SAARC countries aimed at promoting trade within South Asia by reducing or eliminating tariffs and other trade barriers on goods.

·         Agreement signed: 2004

·         Came into force: 1 January 2006

·         Framework: SAARC

·         Objective: Promote regional economic integration and increase intra-regional trade.

SAFTA Members

The original SAFTA framework covered the 8 SAARC members: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, Sri Lanka

How does preferential trade work?

·         Suppose India normally imposes a certain customs duty on a product imported from a non-preferential country.

·         Under SAFTA, an eligible product originating in a SAFTA member country may receive a lower or preferential tariff.

·         Normal import → Higher applicable tariff

·         Eligible SAFTA-origin import → Preferential tariff

·         This is why Rules of Origin become extremely important.

What are Rules of Origin?

·         Rules of Origin (RoO) determine which country a product is considered to originate from for the purpose of receiving preferential treatment.

·         For example: A product manufactured in Country A → exported through Country B → imported into India .Simply passing through Country B does not automatically make it a product of Country B. The product must satisfy the prescribed origin criteria.

What is Trade Diversion?

·         Trade diversion occurs when preferential trade arrangements cause imports to shift from a more efficient non-member supplier to a less efficient member supplier because the member receives preferential tariff treatment.

Example:

Without SAFTA:

India imports from Country X because it is the cheapest source.

With preferential treatment:

Importing from SAFTA Country Y becomes cheaper because of lower tariff → imports shift to Y.

That is trade diversion.

Why is this important for India?

·         Revenue leakage : If preferential treatment is wrongly claimed, India may collect less customs duty than legally due.

·         Domestic industry : Cheap imports receiving illegitimate tariff concessions can affect domestic producers, particularly in sensitive agricultural commodities.

·         Integrity of trade agreements : Preferential trade agreements depend on trust and accurate origin certification.

Way Forward

·         Strengthen Customs Intelligence : Use intelligence-led enforcement to identify suspicious importers, routes and commodities.

·         Digital Rules-of-Origin Verification Move towards electronic verification and cross-border authentication of certificates of origin.

·         Data Sharing Greater information exchange between:Indian Customs/DRI Customs authorities of trading partners.

·         Certificate-of-origin issuing authorities can help identify inconsistencies.

The Mines and Minerals (Development and Regulation) Amendment Bill, 2026

Why in News?

The Mines and Minerals (Development and Regulation) Amendment Bill, 2026 was introduced in Parliament to create a uniform central framework for mineral taxation and restrict multiple state-level taxes, cesses, and levies on mineral rights and mineral-bearing lands.

 What is it?

The Bill seeks to amend the Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act).

 It aims to:

  • Reduce multiple state levies on mining.
  • Create a predictable fiscal regime.
  • Enhance competitiveness of India’s mining sector.

 It follows the 2024 Supreme Court judgment in Mineral Area Development Authority (MADA) v. SAIL, which held: States have constitutional power to tax mineral rights and mineral-bearing land. Royalty paid to the Centre is not a tax.

Key Provisions

  • Central Regulation of Mineral-Bearing Lands : Amends Section 2 of MMDR Act.Extends Union Government’s regulatory authority over mineral-bearing lands based on prescribed conditions.
  • Restriction on State Mineral Levies ; New Section 9D States cannot impose: Tax, Cess, Levy on mineral rights or mineral-bearing lands unless permitted under conditions prescribed by the Centre.
  • Retrospective Invalidation of Unpaid Levies : Previous unpaid or unrecovered state levies before commencement of the amendment will become invalid.
  • No Refund Clause : Taxes and cesses already paid by mining companies will not be refunded.

Need for the Bill

  • Prevent Multiple Tax Burdens : States impose several levies, cesses, and transit charges. Multiple taxes increase mining costs and reduce efficiency.
  • Uniformity Across States : Creates a common fiscal framework for mineral-producing regions.
  • Improve Manufacturing Competitiveness : High domestic mineral costs can make Indian industries dependent on imported raw materials.
  • Encourage Investment : Predictable taxation can attract private investment in: Mining exploration , Deep-seated minerals,  Critical minerals

VIHAAN: Strengthening India’s Indigenous Broadband Silicon

Why in News ?

Chennai-based Aheesa Digital Innovations achieved first-pass silicon success for its indigenous broadband networking System-on-Chip (SoC), VIHAAN. The chip has been developed with support under the Design Linked Incentive (DLI) Scheme.

What is VIHAAN?

  •  VIHAAN is an indigenous broadband networking SoC designed for applications such as FTTH equipment, routers and optical network terminals.
  • It uses the RISC-V open-standard instruction-set architecture and incorporates the 64-bit VEGA processor developed by C-DAC.

Why is it Significant?

  • Strengthens India’s chip-design ecosystem: VIHAAN demonstrates India’s growing ability to design complex application-specific semiconductor chips domestically.
  • Reduces import dependence: Domestic networking chips can reduce India’s dependence on foreign semiconductor solutions used in broadband equipment.
  • Improves strategic autonomy: Domestic control over critical networking technologies can reduce supply-chain and cybersecurity vulnerabilities.

Technological Significance

  • RISC-V:RISC-V is an open-standard Instruction Set Architecture (ISA) that defines how software communicates with a processor. Unlike proprietary processor architectures, it allows developers to design customised processors based on an open standard.
  •  VEGA processor: VIHAAN incorporates the indigenous 64-bit VEGA processor developed by C-DAC, strengthening the use of Indian processor technology.
  • Hardware security: The chip incorporates features such as secure boot, hardware root of trust and cryptographic capabilities, helping protect devices against cyber threats.
  •  First-pass silicon success: The chip worked successfully in its first fabrication attempt, reducing the need for repeated redesigns and potentially lowering development time and cost.

  • Economic Impact: It can increase domestic value addition, strengthen India’s semiconductor design capabilities and create opportunities for Indian manufacturers and exporters.

The growing use of critical resources, technologies and strategic maritime routes as instruments of geopolitical pressure has emerged as a concern for India’s economic and national security.

What is Weaponisation of Resources?

Weaponisation means using control over critical resources or supply chains to influence another country’s economic or strategic choices.

Why is it Significant for India?

India’s economic growth depends heavily on reliable access to imported resources and global markets. Therefore, disruption of critical supply chains can directly affect inflation, manufacturing, energy security and defence preparedness.

India’s Vulnerabilities

  • Critical minerals: India remains dependent on imports for several minerals essential for electronics, batteries, renewable energy and defence.
  • Energy dependence: India imports a substantial share of its crude oil, gas and LPG requirements, making external disruptions economically significant.
  • Maritime dependence: A very large share of India’s external trade moves through the sea, making secure Sea Lanes of Communication (SLOCs) essential.
