The National Policy on Biofuels, 2018 has the potential to revolutionize the climate of biofuel manufacturing in India. Comment
Salient Features of the Policy:
- Categorisation of biofuels as First, Second and Third Generation to enable extension of appropriate financial and fiscal incentives under each category.
- Expansion of the scope of raw material for ethanol production by allowing use of sugarcane juice and other materials like broken rice, rotten potatoes, unfit for human consumption for ethanol production.
- Use of surplus food grains for production of ethanol for blending with petrol with the approval of National Biofuel Coordination Committee.
- Viability gap funding, additional tax incentives, higher purchase price to give thrust to the 2nd generation biofuels.
- Setting up of supply chain mechanisms for biodiesel production from non-edible oilseeds, Used Cooking Oil, short gestation crops.
- Clearly delineates the roles and responsibilities of all the concerned Ministries and Departments to synergise efforts.
- Significant reduction of crude oil imports and savings of over Rs.4000 crore of Forex reserves.
- Reduce Greenhouse gas emissions resulting in a cleaner environment.
- Diversion of used cooking oil for Biofuel production will significantly reduce the health hazards arising from it.
- Positively contribute to Municipal Solid Waste management.
- Setting up of 2G bio refineries in the rural areas will boost the Infrastructural investment and employment opportunities in rural areas.
- Tremendously help farmers by boosting their income (by selling their surplus grains for biofuel generation).
- Green bonds market in India will get a fillip.
- The faster implementation of the programmes envisioned under the national policy of biofuels is the need of the hour. PM JIVAN yojana which intends to trigger the production of 2G biofuels is very important to be mentioned.
