What do you understand by "foundational values"?. Explain the significance of foundational values in civil services.
Foundational values are set of rules, principles, and belief that helps in discharging functions in a proper and efficient way. Civil servants should have a minimum set of standards on which they evaluate things. Value can be used to judge things. Values can be goal oriented i.e. social, political and economic justice and means oriented i.e. empathy, integrity, discipline, impartiality etc. Since civil servants have discretionary powers these foundational values are important to give them certain guidance to prevent abuse of power.
As per the Second Administrative Reforms Commission, the foundational values of the service are:
- Integrity
- Objectivity
- Impartiality
- Dedication to public service
- Compassion towards weaker sections.
Significance of foundational values in civil services
- Prevents misuse of power
Certain values such impartiality and professionalism helps in keeping dignity of civil servants. It prevents civil servants from misusing their position or powers to perform unethical actions. - Ensures growth of organization
Organizational growth can be ensured through adherence to foundational values. Values such as professionalism and responsibility can help organization to grow. This will also be beneficial to personal growth as well as betterment of society. - Tackling dilemma
Dilemma is a situation wherein one has to choose between two options, both of which does not solve the issue effectively. In such a situation, individuals core values such as emotional intelligence will help in tackling the issue effectively. - Enhancement of skills
Skills that are required for discharging duties in an organization can be enhanced through application of foundational values. One such skill is aptitude, that ensures the civil servant has the required talent to acquire new skills in the future. - Social development
Development and growth of society can be ensured if civil servant is concerned towards its welfare. Such welfare attitude is enhanced through values such as empathy. It focuses on social welfare and encourages civil servant to strive towards it.
Thus, foundational values have a central role in helping civil servant perform their duties properly. Its acquisition is therefore of very much importance.
